what we do

Over The Rainbow Children’s Advocacy Center (OTR-CAC) is a child centered organization which provides services and support to suspected child abuse victims and their families. OTR- CAC is a neutral agency which works closely with a Multidisciplinary Investigative Team (MDIT) to provide a collaborative approach in the evaluation, investigation, treatment and intervention as related to child victims.

OTR-CAC enhances the multidisciplinary approach by providing a central location for joint interviews and information sharing among team members thus allowing for reduced trauma to the child victim and a higher probability of measurable outcomes for all disciplines. Members of the MDIT consist of Forensic Interviewers, Medical Providers, Mental Health Providers, Family Advocates, Law Enforcement, Children and Youth Services and the District Attorney’s Office, each of whom have specific roles within the framework of the collaborative approach.

Forensic Interviews

Forensic Interviews

A forensic interview is a developmentally sensitive, fact gathering method of obtaining information regarding allegations of abuse or violence. This interview is conducted by a neutral professional utilizing research and practice-informed techniques as part of a larger investigative process. The forensic interview is a single session, recorded interview that is remotely viewed by law enforcement and children and youth investigators.

Forensic Medical Exams

Forensic Medical Exams

A forensic medical exam is a head to toe physical exam using high quality magnified photo-documentation equipment for the genital exam. This exam is to be performed by a certified pediatric forensic nurse (SANE-P) or qualified medical provider with peer review by the medical director. Although these exams typically do not show any injuries or evidence of sexual assault, it is beneficial to both the child and the non-offending caregiver(s). The exam provides reassurance that the child is healthy and can dispel any myths they may have about their body as a result of the incident.

Over The Rainbow staff are available to provide education and training programs related to Child Abuse issues. These instructional programs are designed to provide the attendee with a knowledge base as related to the occurrence and identification of child abuse along with prevention and intervention strategies.
